Foreign Tax Credit Limitation Calculator

Enter the foreign-source income, related deductions, U.S. tax, and creditable foreign taxes for one Form 1116 category. The calculator estimates the category limitation, allowed credit, unused pool, and U.S. tax left after the credit.

Your numbers
Calculate each separate limitation category on its own Form 1116.
Enter gross foreign-source income belonging only to the selected category.
Enter expenses definitely related to producing this foreign-source income.
Include interest, itemized deductions, losses, and other deductions allocated to this category.
Enter the Form 1116 denominator after any required capital-gain or other adjustments.
Enter the U.S. income tax against which the foreign tax credit is allowed.
Enter qualified foreign income taxes paid or accrued for this category.
Enter eligible foreign taxes carried back or forward into this year for the same category.

What this calculator leaves out

  • This estimates the regular Form 1116 limitation for one separate income category and is not tax advice.
  • Users must supply amounts after any required sourcing, deduction allocation, currency conversion, capital-gain, qualified-dividend, treaty, or AMT adjustments.
  • The unused pool is not automatically a valid carryback or carryforward; timing, ordering, category, and expiration rules must be checked separately.

By using this calculator you agree to the Terms of Use. Results are estimates, not professional advice.

How to use this calculator

  1. Choose the Form 1116 separate income category you are calculating.
  2. Enter foreign-source gross income, direct expenses, and deductions allocated to that category.
  3. Enter worldwide adjusted taxable income and the U.S. tax available for the credit.
  4. Add current foreign taxes, eligible carried taxes, reductions, and any reclassifications for the same category.
  5. Review the allowed credit, unused pool, and remaining U.S. tax before repeating the calculation for another category.

How the foreign tax credit limit is calculated

The foreign tax credit is limited so that the United States generally gives a credit only for the U.S. tax attributable to foreign-source taxable income. Form 1116 applies that limit separately by income category. This calculator follows the regular category-level limitation for one category at a time.

First, the calculator turns foreign gross income into foreign-source taxable income for the category:

N = max(0, G - E - A)

  • G is foreign-source gross income for the selected category.
  • E is directly related expenses.
  • A is allocated interest, losses, itemized deductions, and other deductions.

Then it divides that net amount by worldwide adjusted taxable income after any required Form 1116 adjustments:

Q = min(1, N / W)

If worldwide adjusted taxable income is zero, the ratio is zero. If the ratio would exceed 100%, it is capped at 100%. The maximum credit for the category is:

L = U x Q

U is the U.S. tax available for the credit. The pool of taxes available to use is calculated separately:

T = max(0, F + B + I - R - O)

F is current-year foreign taxes, B is eligible carried taxes, I is taxes reclassified in, R is required reductions, and O is taxes reclassified out. The allowed credit is the smaller of the maximum credit and the creditable pool:

X = min(L, T)

Unused pool is T - X, and U.S. tax remaining after this credit is max(0, U - X).

What moves the answer most

The largest drivers are the net foreign-source taxable income numerator, the worldwide taxable income denominator, and the U.S. tax amount entered. Allocated interest and other deductions can sharply reduce the numerator even when foreign gross income is high. Required tax reductions and outbound reclassifications can also lower the usable tax pool before the limitation is applied.

What this calculator leaves out

This is not a full Form 1116. It does not decide whether a levy qualifies as an income tax, whether income is foreign-source, how deductions must be allocated, or whether a user may claim the credit without filing Form 1116. It also does not compute qualified-dividend, capital-gain, alternative-minimum-tax, treaty, currency, carryback, carryforward, ordering, or expiration rules. Enter amounts only after those determinations have already been made.

Worked example

Suppose passive category foreign-source gross income is $40,000, directly related expenses are $2,000, and allocated deductions are $3,000. Net foreign-source taxable income is $35,000. If worldwide adjusted taxable income is $100,000 and U.S. tax available for the credit is $18,000, the limitation ratio is 35% and the maximum credit is $6,300.

If current-year creditable foreign taxes are $8,000 and there are no carryovers, reductions, or reclassifications, the creditable foreign-tax pool is $8,000. The allowed foreign tax credit is the smaller number, $6,300. The unused pool is $1,700, and the U.S. tax remaining after this category's credit is $11,700.

Common questions

Why is the foreign tax credit limited?

The limitation prevents the credit from offsetting more U.S. tax than is attributable to foreign-source taxable income. Form 1116 compares foreign-source taxable income with worldwide adjusted taxable income, then applies that ratio to the U.S. tax available for the credit.

What income goes in each Form 1116 category?

Form 1116 uses separate limitation categories such as passive category income, general category income, foreign branch income, and treaty re-sourced income. Each category is calculated separately, and taxes from one category generally cannot be used to absorb limitation in another category unless a reclassification rule applies.

How do I allocate deductions to foreign-source income?

Deductions must be allocated and apportioned under the sourcing and expense-allocation rules that apply to the item. Interest expense, losses, and some itemized deductions can reduce foreign-source taxable income even when they were not paid directly to earn a specific foreign income item. This calculator uses the allocated amount you enter; it does not determine that allocation.

Why can my foreign tax paid exceed my allowed credit?

Foreign tax paid is only one side of the calculation. The allowed credit is capped by the U.S. tax on the same category of foreign-source taxable income, so high foreign tax rates, low U.S. tax, or large allocated deductions can create an unused pool.

Can unused foreign tax credits be carried backward or forward?

Unused foreign taxes may be eligible for carryback or carryforward, but the rules depend on the year, category, ordering, and expiration of each amount. The unused pool shown here is not automatically a valid carryover. It is the mathematical amount left after this category limitation.

When can I claim the foreign tax credit without filing Form 1116?

Some taxpayers with only small amounts of qualified passive foreign taxes may be able to claim the credit directly without Form 1116. That exception has its own requirements and dollar limits. This calculator assumes you are working through a Form 1116-style limitation.
